To the Honorable, the Speaker of the House of Delegates of Virginia:
This memorial of the inhabitants of the county of Bath humbly sheweth that your memorialist at your Oct. session 1790 obtained your sanction for a separate county, and the lands of John Lewis dec'd at the warm springs met with the approbation of the whole county (for the public buildings) not only from it's being the central spot, but the many other valuable acquisitions both from nature and and art to render it of not more, yet equal to any other inland town in the state as the great leading road from Richmond to Kinawa, Kintucke, and several of the western countys goes through said place. This together with the numerous reports of all ranks of peoples to the Bath make's it an object worthy of attention. But the lands being the property of the Minors? of the were welling can give it on no other way but rent, and that at so extra ordinary a rate, and under such restrictions as nearly forbid population altogether.
But every advantage would be removed by opening lots for a town at said place and in consequence of its being improved in this manner, accommodations for those who wish to partake of the benefit of the waters will be rendered more pleasant and convenient, and a real benefit result the people at large, and as nature has gave it this advantage for improvements, merchants, traders, and mechanics of various kind will gladly take up their abode, and reside in it whereby trade will be increased and promoted, and such necessary as the inhabitants of this county are obliged to procure with fatigue and expense may be had with ease and convience at home.
Therefore, we hope that your Hon'ble House will extend your sanction under the constitution of our county, and grant us a town at the warm springs aforesaid under such restrictions and regulations as your Hon'ble House shall think proper, to be corporated and known by the name of Bathville. and your petitioners as in duty bound shall ever pray.
