UHA Board meeting--May 11, 2000--Notes taken by Clay Campbell Guests present: Roger Schluntz, Dean of UNM School of Architecture and Planning; Ric Richardson, UNM School of Architecture and Planning; and Tom Cerqua, apartment manager of 417 Harvard SE The agenda and meeting minutes from April meeting were not voted on due to lack of a quorum. 1. Future School of Architecture Building a.. The preferred and approved location for the new buiding is on Central directly across from the Frontier. 88 parking spaces would be lost. b.. This location is preferred for many reasons, such as proximity to the Fine Arts Library, pedestrian connections to book store and the entire pedestrian corridor in front of Popejoy, Johnson Gym, SUB, etc. The building will be 3-5 stories tall. Alternate locations are on the northeast corner of Central and Stanford and further west on Central in an tree-filled open space area directly across from Terrace and Mesa next to the Journalism building. The Board of Regents wants the School of Architecture to consider this last location. c.. Popejoy management and prominent Popejoy patrons, however, are against the approved and preferred location because parking will be lost. Regent Chairman Larry Willard apparently has been influenced by them to re-examine the location. The School of Architecture and Planning maintains that student education and facilities are more important than vehicles. Architecture professor Mark Childs, who has written books and articles on making parking lots more than just for cars, has identified a group of solutions to replace lost parking. He believes 19 spaces could be provided in the Johnson Center parking lot with some modifications, and parallel parking on Redondo and on the north side of Central instead of the dedicated bus lane could provide additional parking. d.. Albuquerque-based and nationally renowned architect Antoine Predock won the design competition. A model of the proposed building and other drawings are available at UNM. While not a signature Predock building, Ric reports it is a pleasant and attractive design that fits into its context and has appropriate interface with Central. The Board has been invited to view them at any time, especially before the June 5 Board of Regents meeting. Dean Schluntz and Ric R. would like to report the UHNA's preference of the three locations to the Board at that time. Danny believes FUN needs to express a preference, too. e.. Hiring of Predock will be on the June 5 agenda, while signing his contract cannot occur until November 2000 after the passage of a GO Bond item that contains additional development funding. 2. Silver Ave. a.. Jeff and David prepared a plan that was used during the walkthrough in March. David will contact Adele Hundley to follow up and get her to agree to the plan, and then go down the chain to staff for approvals and action. Don will find out who the Silver Ave. contractor is. A letter also needs to be sent - Danny said he will follow up with Julie on this. 3. Block Party a.. Clay updated the committee on the first block party meeting held May 6 with Silver Hills residents Charles Watts, Liz Borg, and Kathy Peterson. Silver Hills is well-organized and is already working on a diverse raffle (proceeds going to Heights CC) and has people lined up for flyer design and distribution (Katy Brazil), food pick up on August 27 (Linda and Fred Smith), and has contacted the Vista volunteer at Heights who works with youth, Erin, about youth participation in music and entertainment. Clay will also speak with Outpost owner Tom Guralnick about potential Outpost musician also performing during an anticipated 1-hr. time slot. b.. The main areas where UHNA needs to help are in food solicitations and information tables. People are needed to work on these and try to have all donators identified by July 15 so flyers and other promotional materials can acknowledge them. Silver Hills has drafted an introductory letter that can be used to explain the request and the event. c.. Clay has spoken with Lori Casillas' replacement, Michelle Romero, about City traffic permit distribution. He will confirm in writing. Letters to city officials and elected representatives will be handled by Charles Watts. d.. Silver Hills is encouraging their Board members to either purchase and/or sell a minimum of $10 in raffle tickets. I told Silver Hills I would pass along this note to UHNA to see if we also want to commit to doing this. e.. All Board members of SHNA and UHNA are asked to help set up and clean up. f.. The next organizing meeting will be June 8 at Heights at 5:30. More UHNA members other than Clay are needed. It was agreed that having organizing meetings at the Center will help get the youth involved and to let Heights mgt. know that we are around and they cannot let someone else use the facility that day. Mismanagement of the center is a big concern. The facility has been changing since Rudy left and is now a youth-oriented center. 4. Heights Community Center a.. Management is a problem, reported Danny. Young children are not being served and the belief is that Harold Vann is trying to create a "teen" empire. Danny reported that the co-manager Wanda Bryant lacks required experience to run the center, and that she is probably interim. b.. Heights may also be used as a "transitional" school for 5-10 students. Other community centers may also be used in this way, though no formal plan has been presented. 5. 417 Harvard SE a.. Tom Cerqua is the on-site manager at 417 Harvard SE, a ten-unit apartment complex across the alley from Ron's Camino Real. Crack dealing is occuring, and Tom has been hired to clean up the complex. He successfully combated drug dealers and other undesirable tenants at a complex in the Trumbull/La Mesa area. Three residents are currently in the process of being evicted. b.. APD is watching the place. Crime-free signs will be posted after Tom attends a workshop. Tom will keep us updated on his work, and simply wanted UHNA to know about the problems on site and that he is working toward resolving them. 6. President Report a.. Danny has been appointed to a Youth Council b.. A neighborhood resolution about EPC accountability and following their own rules is before the City Council 7. Vice-President Report a.. None 8. Next meeting a.. Thursday June 8 at church on Silver and Yale. NOTE: Block party organizing meeting is same day at 5:30 at Heights CC.
