There is a memo from Engineering to Public Works, dated 3 Dec 97. In this memo, sidewalk placement along Cordova is discussed. The cost estimate is is about 300K for placement of a sidewalk along one of the sides of the street.

The memo notes that Cordova is built inside a 50' right-of-way, and that there is no room for sidewalks, unless more land is acquired. In the cost estimate, there is 21K allocated for this.

It is noted that a sidewalk along the north side would benefit from the sun melting snow and ice in the winter.

The memo, however recommends that 'in the short term, constructing sidewalk on the south side of Cordova (...) may be the most achievable solution (...)'.
